- SUMMARY: Morning of August 8th Embassy received anonymous letter from quote suicide commandos unquote describing coup plans and need confer with Ambassador. Letter contains no rpt no threat against Embassy staff or Americans in general. Comments follow septel.
- Following is verbatim text (including misspellings) of typed two-page letter—xerox, copy, not original—in English slipped through front door between 1530 Friday August 5th and 0700 Monday August 8th. Quote.

Dear Sir,
We the “suicide commandos” have formulated the following plans which we need to confer with you before we put same into action.
Our group is comprised of 40 men and the points of sudden simultaneous attacks are planned for D-Day but would prefer to have your guidance and sanctions.
AA. PRIORITIES OF ATTACK
- Fort Zeelandia – 10 men
- Marine Base – 4 men plus 3 back-ups
- Bouterse’s house – 6 men
- Ammunition dump/Zorg en Hoop – 2 men plus 2 B.U.
- Memre Boekoe Kazerne – 6 men
Scheme
- Time of simultaneous attack on the above is 30 minutes duration.
- Men will separate after attack and leave operation clean up for the police force.

- Your Embassy would be requested to call upon the United Nations Assembly to begin preparation for 3-months supervision.

After successful blowing up of places mentioned in AA. and within the next hour the capturing of Bouterse plus his fourteen supporters and the Volks militia.
Tops, we will depend on the fear that would be driven throughout the land. Incessant attacks would however be done against BB. by supporters from inside the groups as well as from outside. Where this action of AA. begins simultaneous attacks would be made on Nickerie and Albina from within the camps and from outside by freedom fighters.
We wrote to you on several occasions and you are not paying any attention. Let me explain that we are capable of doing a lot of subversive action but it would implicate your government.
We are the ones who wrote the death warrant of Roy Horb. Do you remember the letter that caused his death, the letter informing you of his captivity and Bouterse’s plans to blow up you Embassy and residence.
We do not need Casey’s outdated covert action, we need now-a-days-actions—immediate actions.
You folks along with Donovan allowed Daal and the rest to be killed because you were full of holy shit promises. This willful nincompoop behaviour of you and your government always acting too late, like Cuba, Grenada, Nicaragua, San Salvador etc.
