Subj: Authorities Report Major Horb Hangs Self

  1. (LOU) State Radio (SRS) reported during its early morning news broadcasts on February 3 that Major Roy Horb, who was accused of plotting to “liquidate” Bouterse and was arrested along with 21 others on 30 January, hanged himself in his cell during the night of February 2-3. Following details were given: — “Authorities” (Overheid) called in a pathologist to do autopsy which was attended by Procurator-General Reeder; Military Auditor De Frietas; and Chief Police Inspector Monsels. They confirmed that he died by hanging. (Comment: N.B. Confirmation was only that he died by hanging; they did not confirm that he hanged himself). — “Technical Arm” of police will investigate case further.
  2. (C) Morning report was first public word of Horb’s death. State-controlled television and radio did not have any information about Horb or alleged plot during broadcasts on February 2. Country’s only remaining newspaper, GOS-controlled “De Ware Tijd,” whose February 3 morning editions hit streets about 1800 hours on February 2, also did not carry any news about alleged plot.
