SUBJECT: CBI: Surinamese request for examples of small national economies transformed through export promotion

  1. This is an action message.
  2. As reported elsewhere, GOS is considering applying for Caribbean Basin Initiative (CBI) certification—possibly as early as May 1984.
  3. In separate briefings April 6th, DCM and commercial offices, responding to requests, reviewed CBI and its potential benefits for Suriname, first for a leading private banker serving as CBI consultant to Minister of Finance, and then for directors of local Chamber of Commerce.

  1. In both meetings, EMBOFFS received requests for identification for study within Suriname of other small countries (population of Suriname is 400,000 or less), preferably in Caribbean, which have achieved marked economic growth through pursuing aggressive export strategies (not necessarily directed at US market).

Note: Suriname exports mainly bauxite, alumina, and aluminum, plus rice, bananas, and shrimp—virtually no manufactured products.

  1. Action requested of AID, State, and Commerce:
    (A) Please identify small countries from whose experience government and private parties in Suriname might learn as they ponder best ways to take advantage of CBI.
    (B) Send introductory bibliographies Embassy can share with GOS and private sector.
    (C) Send as well 5 copies of any available descriptions of or articles about relevant small nation economies transformed by exporting.
