Developments in Suriname

  1. Government of Venezuela has not recognized the new government of Suriname. Based on public statements today of Foreign Minister Zambrano:
    — The government does not feel satisfied yet with the sparse information it is receiving.
    — The government is very concerned about the prospect of a democratic government being overthrown. (But this does not mean that the government would contemplate intervention.)
  2. The ambassador has noted that the new government is not recognized yet, with limited information available. This raises concerns about the prospects for a democratic transition.
  3. The Department of State wishes to record its appreciation for the embassy’s efforts under the currently very trying circumstances and for its timely and helpful reporting on rapidly evolving developments there.
  4. We can appreciate that the situation remains very unclear. We are seeking clarification and guidance regarding the attitudes of key third countries (Suriname’s neighbors, the Dutch, and the French) concerning developments in Suriname and the question of diplomatic relations. We shall keep the embassy informed of the results of the requested consultations.
  5. Following the Caracas 1928 action, the Department requests repeat reporting to Brasilia, The Hague, Georgetown, Paris, London, New Delhi, Nassau, Curacao, Bridgetown, Santo Domingo, Port-au-Prince, Kingston, Martinique, and Port of Spain.
  6. On February 28, with Foreign Minister Zambrano, the government’s attitude toward Suriname was reported as high on the agenda.
