The memorandum quoted extensively in the text is reprinted in USSD-26. The second memorandumn is undated and is found in MF-4673. In the latter report he also wrote of his difficulties in finding out which part of the International Section of the Central Committee would deal with Grenada – the Latin American bureau or the Canada-Guyana bureau. “When I enquired as to what section has responsibility for Suriname, the amused resonse was that ‘no one wants to take responsibility for Suriname’.”
