SUBJECT: High-level GOS officials attend Soviet reception

  1. Per ref telcon, DCM was the only EMBOFF who attended the 1945 Victory Day reception of the Soviet Embassy. The number of guests at the reception was relatively small but included an unusually large number of high-level GOS officials. DCM observed CINC Bouterse, Prime Minister Alibux, Minister of Education and Science Sankatsingh, Head of Progressive Workers and Farmers Union (PALU) and adviser to CINC, Iwan Krolis, Minister of Transport and Industry Fong Poen, and Chief of Police Vrigo.
  2. Comment: High-level GOS representation at the Soviet reception was in marked contrast to GOS representation at a recent reception given by the departing Indonesian Ambassador. We understand most senior GOS officials were invited to the latter but only mid-level officials attended.

Speculation prevalent for failure of senior GOS officials to attend the Indonesian Ambassador’s reception was that he was a personal friend of former Deputy Military Commander Roy Horb (who died in GOS custody after being arrested and accused of coup plotting), and former Minister Sariman, who was also arrested in the alleged coup plot. Both Horb and Sariman are of Indonesian descent. In addition, GOI has recently opposed resolutions in international fora that were sought or sponsored by GOS.
