SURINAME
— atrocities committed against bush negroes and suspected supporters of rebels
— government has made some progress against rebels (much of military in field)
— Dutch concern about safety of nationals justified although we have no specific evidence of plans against them.

Bouterse
— called 8 December meeting and announced that foreign invasion was planned
— plans to announce moves toward democracy
— rumors and his concerns probably put moderates in government at risk

Dutch Request
— general agreement that nearly anyone supported by Dutch as replacement would be better than Bouterse.
— support for Dutch would signal decisiveness of US despite Iran crisis
— we had encouraged Dutch to take action against Bouterse earlier
