MEMORANDUM FOR THE DIRECTOR OF CENTRAL INTELLIGENCE

  1. Assuming that Judge Clark makes the meeting, this will be the first time in three weeks that you have met together.
  2. The following subjects have been proposed for your discussion:
  • MX/Dense Pack: If appropriate, you may wish to discuss MX/Dense Pack and the Defense Appropriations Bill. You will have already discussed this with Secretary Weinberger in the morning.
  • Central America: You may wish to pass on to him the results of your HPSCI (House Permanent Select Committee on Intelligence) testimony today. If still germane, you may wish to discuss the status of the Boland Amendment.
  • Counterintelligence: Given the NSC Staff’s, and in particular Ken de Graffenreid’s, interest in the subject, you may wish to brief Clark on your plans for the SSCI (Senate Select Committee on Intelligence) hearing on Thursday.
  • US Policy Towards the Soviet Union: In light of Thursday’s NSC meeting on the subject, you may wish to share any of your thoughts and probe a little bit regarding the utility of this document. The draft NSDD (National Security Decision Directive) is included for your reference.

  • INF (Intermediate-Range Nuclear Forces): You will have just completed the NSC meeting. You may wish to continue discussion of one or more of the issues raised during that meeting.
  1. This agenda, as the one for Defense, is a bit thin. I realize that you may have additional topics you wish to discuss. Please let me know if there is other materials that would be useful for your meeting.
