  2. Department wishes by this message to confirm the AD referendum instructions given orally to Embassy by CAR Office Director Warne in reference telcon.
  3. Embassy should attempt to establish contact with the rebel NCO group, either directly at a low or medium level, or indirectly, to determine rebel views as to the current status of the insurrection and its aims. If a representative of the rebel group calls on Ambassador, as refcon indicated may happen, Ambassador should explain the US position as follows: a. We are pleased to hear that the Revolutionary Military Council plans to respect the democratic process. We would have serious misgivings about any effort to put aside the legally constituted government. b. The US does not intervene in internal political situations. We understand American lives and property are not endangered. c. We hope the Revolutionary Military Council would explain its situation to us, i.e., what are its policies and goals and give assurances the council will do everything possible to maintain the legally constituted government.
  4. If representatives of the legally constituted Surinamese government should contact the embassy and request US support in regaining control of the situation, Embassy should respond that any such requests should be directed to the government of the Netherlands, with which the USG is in close contact.
  5. Ambassador is requested to assure that the embassy is staffed around the clock to assure that Embassy/State Department communication is maintained at all times. We will attempt to arrange communicator support for the embassy as soon as possible, recognizing that maintenance of round-the-clock communication will place a severe strain on the embassy communicator. We would appreciate immediate report on the objectives of the council, its position vis-a-vis the government, and the current situation and status of PM Aaron and his cabinet.
  6. For The Hague: Department would appreciate embassy keeping the center informed of the situation above and requesting Dutch to do the same.
