Ambassador Rumbos of Venezuela called this morning (Feb 29) and during our conversation he explained that contrary to my earlier understanding Bruma had not asked specifically for recognition of the NMC government. Rumbos said today that the request had only been for the ambassador’s assurance of continued and cordial relations. “Y se lo dio en el acto,” [And he gave it to him immediately.] he said.
  3. He said he had not gone into the matter of formal recognition with Bruma since this had not come up and agreed that the continuation of President Ferrier in office would be important.
  4. FYI: I agree with views in para 8 reftel, but to keep the record straight must add that Ms. Boff brought up specific questions on nationalism. They arose after Bruma had mentioned his theories and views were similar to those of Asian and African nationalist and socialist hues, using the words interchangeably. Nations.
