Press Guidance on Suriname

Following is proposed press guidance for the March 1 Department’s noon briefing. Post should not use this guidance until it is advised that it has been issued to the press.

BEGIN TEXT:
The USG continues to be concerned over the violent actions taken in Suriname on February 25 and the postponement of the elections scheduled for March 27. The USG has been encouraged by President Ferrier’s willingness to remain as Chief of State and to use his influence to continue constitutional government and preserve democracy in Suriname.

We note that some constitutional change might be necessary and that the President has pledged to present any such changes for approval by the people of Suriname. We fully support these efforts.

We appreciate the President’s efforts to appoint an interim government, as specified in the constitution, making use of the full cooperation of the National Military Council. Finally, the USG wishes to express the view that the people of Suriname are fortunate to have a man of Ferrier’s dedication, statesmanship, and probity in their service.
