SUBJECT: Rambocus Investigation – Contacts with Embassies

  1. (C) – Entire text.
  2. At a March 18 press conference, Army Commander Desi Bouterse said that the trial date for coup leader Rambocus had not yet been set since the investigation of the plot had not yet been completed. According to Bouterse, Rambocus has admitted that he received congratulations from Dutch television and radio stations (NOS and KRO) and from the Dutch newspaper “De Telegraaf.” He is also reported to have had telephone contact with a number of unnamed embassies in Paramaribo.
  3. Comment: Thus far, there have been no official accusations that we or the Dutch had any contact with Rambocus. But at least one leftist circular (the Revolutionary Front’s bulletin) has carried suggestion that the Dutch and American embassies were probably glad when they learned of the coup attempt. We anticipate that other leftist groups will attempt to exploit this opportunity to condemn the “neo-colonialists” and “imperialists” but doubt at present that Bouterse will risk damaging relations with Holland or U.S. by lending official credence to these attacks.
