  2. Fighting continues March 12 in and around Paramaribo between a rebel faction led by ex-Lt Rambocus and the troops loyal to the military authority led by Bouterse and Horb. Embassy cannot be sure that situation will stabilize by March 15. Therefore, recommend that High Commissioner Little postpone planned visit to Suriname until a later date. We would welcome his visit and only ask that we have a few days’ advance notice.
