  1. MFA Protocol called Embassy afternoon 15 Oct to request visa for Maj Horb, travel to Miami via Caracas, on private visit (Ref C). He will be accompanied by same five security officers who accompanied him on visit to North Korea on October 4. Each officer will carry a Browning 9 mm gun with following serial number:

Flight schedule is as follows:

  • Depart Paramaribo Oct 18 via PY 755 0930 hours
  • Arrive Caracas 1100 hours
  • Depart Caracas Oct 18 via PY 755 1145 hours
  • Arrive Miami 1445 hours
  1. Comment: Per Telcon, Permsec MFA asked Ambassador about possibility of facilitative security assistance for Horb during US stay. MFA Protocol Officer said today he thinks such assistance will not be required; however, he will know definitely once Horb delegation from North Korea arrives Suriname October 16.
    Per Telcon, (A) Embassy duty officer will contact SY/C if facilitative assistance is requested and complete US itinerary is known, or (B) Embassy will pass SY/C phone number to MFA so Horb group can itself request facilitative assistance.
