Request to Establish Working Arrangement for HIRAN Geodetic Survey Operations in Surinam (1954)

The Inter American Geodetic Survey desires to accomplish electro-nic survey work, reffered to as “Hiran,” from Trinidad through Vene-zuela, British Quiana, Surinam and French Guiana to Natal, Brazil, as indicated on inclosure #1. The Inter American Geodetic Survey will be assisted by the United States Air Force in accomplishing this project. It is desired to make initial reconnaissance of this route during October and November of this year.

Authority to negotiate directly with the Governor of Surinam for Mapping and Charting activities was set forth in Note No. 94310- 7005 G.S., dated 12 November 1946, from the Netherlands Minister of Foreign Affairs to the United States Embassy.

A formal mapping and Charting agreement between the United States and Surinam has not been concluded, and is not proposed at this time. A working arrangement with the Governor of Surinam for the accomplish- ment of the project is desired.

A geodetic tie between the United States and South America is now being accomplished through the Antilles by Hiran methods.

The proposed Hiran net from Trinidad to Natal will be tied to the Antilles net and will provide a chain of high order geodetic stations along the Atlantic Coast of South America.

Connections between these nets abe of great importance, since they will provide a means of further relating the geodetic systems of countries concerned to both the North American and South American datums.

The Hiran net proposed herein will eventually be connected to a transcontinental net to strengthen existing geodetic ties between the east and west coast of South America.

It is tentatively planned to establish two ground stations in Surinam. Each ground station will require occupation, during the operation, by approximately four United States technicians. In addition, six secondary control points are planned. Secondary control points need not be occupied during the operation.

The establishment of these stations and the activities related there to will be accomplished at the expense of the United States.

The exact timing of this operation cannot be established at this time. It is desired to undertake this project as soon as work is completed in the Antilles. In addition to the preliminary reconnaissance referred to above, a detailed field reconnaissance will also be required before the final projects in undertaken …
